ORS
owns part of a 92 acre site in partnership with the Commission for New
Towns, Church Commissioners, Taywood Homes and Bedfordia Group Plc.
The site was granted planning consent at appeal, for
industrial use - ORS and other landowners believed by waiting, a residential
consent could be granted.
In 1991, a planning application was made on this large
site, which had been allocated for residential development. In 1998, a
Resolution was granted by the Planning Committee to issue the consent,
subject to a Section 106 Agreement. The Council have a signed Agreement,
but by September 2003, had still not released the consent, some 12 years
after the application. The application is now going to Appeal. This demonstrates
the planning system at its worst, but also demonstrates ORS' patience
and determination.
